Update contributing/start.md to explicitly state that GPG-signed commits are a requirement for the wiki repository, not just a recommendation. Added a link to setup instructions for configuring GPG signing in git.

Thank you for the PR.

While your blurb is technically correct, GPG requirements are already addressed on the Rocky Linux Git Contributor Agreement. The page you are wishing to contribute to is about the Rocky Linux and RESF git services (git.rockylinux.org and git.resf.org), and is not directly related to GitHub.

If you wish to change It is highly recommended that you fill out the "SSH & GPG Keys" tab to It is **required** that you fill out the "SSH & GPG Keys" tab and remove the blurb about this github wiki, you may do so and I will merge.

Optionally, you can add a blurb to the README of this repository noting GPG key requirements.
