Adding utility to return the actual bit size of the key. Especially needed for key such as X25519 where the size not in byte boundary

Seems the reporting of keysize is not consistent across different OpenSSL versions. Also the spec seems only specified the key length of public key, no mention of private key size

Add condition to test keysize in bits since OpenSSL version 1.1.1 returns different value then the rest of the versions
