Argh... Now it fails with:

awk: fatal: cannot open file `CHANGELOG.md' for reading: No such file or directory

Maybe the simplest thing is to use separate workflows.

Otherwise, I'd guess it may be the environment? I didn't find much doc on that.

I thought that the enviroment setting should affect only the publish job.
