To reduce the amount of duplication in Cargo.tomls when we split into different crates.
This is not exactly necessary to do for things like the
ndkcrate, since that'll only be a dependency in one crate (winit-android). But I felt the consistency in having every dependency in the workspace was nicer.Part of #3433.
