QA notes:

tested with salesforcecli/plugin-api#50

✅ [skip-validate-pr] still works
✅ fail if PR body & title is missing WI
✅ pass if PR body or title has WI
❓ is there an easy way to make the action leave a comment or warning in the PR (instead of failing) if the body has the WI but it's missing in the title?
