Fix dependency upgrades for windows 3.12 and up #259

Update expat to the version we specify no matter what python version we are on.
Update python dependencies for windows builds on 3.12 and up
Add tests to verify the built/shipped dependency versions match what intended.
- Only install the latest versions from pyversions for now.
- Focus tests on expat, openssl, xz and sqlite for now.
- Tests verify linux, macos, and windows.
