Updating configuration documentation for Backtrace-Android - section

Description
Add usage of dynamic attachments for backtrace-android library which will be supported from version 3.11 when PR will be merged and release.
Motivation and Context
We are adding new feature which will allow to add file attachments after client initialization.
Types of Changes
