Removes [shelljs](https://github.com/shelljs/shelljs). It's no longer used after updating ancestor dependencies [shelljs](https://github.com/shelljs/shelljs), [eslint](https://github.com/eslint/eslint) and [eslint-config-scratch](https://github.com/LLK/eslint-config-scratch). These dependencies need to be updated together.
