Summary

• Remove provider logic from whisky and move it to new crate whisky-provider, re-exporting from whisky
• Remove wallet logic from whisky-csl and move it to new crate whisky-wallet, re-exporting from whisky
• Added dynamic support of different account_index and key_index, plus implementation on Root key on wallet
• Added encrypt and decrypt with cipher in whisky-wallet
