Implements the first half of CCTPv2TokenDataObserver by implementing: - getCCTPv2RequestParams - makeCCTPv2Requests Adds unit tests for these 2 functions. Adds stubs for the other 2 functions needed to implement CCTPv2TokenDataObserver
This allows the Exec plugin to process CCTPv2 USDC token transfers
