This upgrades the Go version to 1.25.4: * Updates the Go version in the `.tool-versions` file. * Updates the Go version in the `go.mod` file. * Updates the Go version in the `engine/cld/scaffold/templates/go.mod.tmpl` file.

This would mean any gomod that imports CLDF will need to bump their go lang version. So there might be changes in CLDF when domain bump this
