abbreviate-file-namesubstitutes~for the user's home directory; and callingexpand-file-namewith a default directory will Do The Right Thing (expanding into a subdirectory if the file is a relative path, expanding into a home directory if the file starts with a tilde, and not expanding if it is a full path).
