Why I did it

SAI 13.2.1.21 upgrade allocates 608 cells for MMU_CFG_RQE_CQE_OVERSHOOT. This causes orchagent to crash during bootup.
This fixes #24749

Decrease pool size by 2 ITMs * 608 cells/ITM * 254 bytes/cell.
