SAI 13.2.1.21 upgrade allocates 608 cells for MMU_CFG_RQE_CQE_OVERSHOOT. This causes orchagent to crash during bootup. Decrease pool size by 2 ITMs * 608 cells/ITM * 254 bytes/cell. Signed-off-by: markxiao <[email protected]>

Why I did it
SAI 13.2.1.21 upgrade allocates 608 cells for MMU_CFG_RQE_CQE_OVERSHOOT. This causes orchagent to crash during bootup.
