What I did
Enable use of SAI L2 multicast and add p4orch mocks.
Why I did it
This change enables the use of SAI L2 multicast functionalities within the p4orch component by providing mock implementations for SAI L2MC entries and groups.
How I verified it
Verification was performed by compiling the p4orch test suite.
