Add webhook to update elec club website

Requires installing ruby and bundle on the server, and setting an env variable like so:

export GITHUB_ELEC_CLUB_SECRET=<secret-key>

I can provide the secret key on private chat, posting it publicly is not safe.

We could do better with a common webhook. Current system is prone to errors or crashes in some cases. I'll redo this then when I find the time.
