This PR adds to the debugging and observability documentation by adding a new section on integrating any OpenTelemetry backend.

Since the MLflow instrumentation library can forward trace data to any OpenTelemetry backend, the update also includes instructions on the necessary environment variables to configure DSPy trace forwarding via MLflow.

I'm a maintainer of langfuse and think it's a cool idea to highlight how OTel helps with interoperability here. This was also featured by the mlflow team (post).
