Fix USBankAccountFormViewModel Mandate Text

Summary

Update USBankAccountFormViewModel.buildMandateText to use FormArguments.hasIntentToSetup instead of USBankAccountFormViewModel.Args.isPaymentFlow.not()

Motivation

Form was only displaying SFU mandate text when intent was a SetupIntent, not accounting for setup_future_usage on PaymentIntents
