This matches the behavior of the new Swift driver, and allows clients like SourceKit which use the legacy driver to use the prebuilt modules when building for Mac Catalyst.

@artemcm Do you have any suggestions for how to test this? I've tested it manually by adding prebuilt-modules into my Swift build directory to confirm it works as expected, but I'm not quite sure how to set up an automated test of the legacy driver for this behavior...
