This also adds "absent" as option for the rootfs + home, because those will not exist when the device first shows up on firstboot, but we should still be able to make use of it.
Let's only look at ParticleOS partitions. We should filter usr/usr-verity/usr-verity-sig by version too, but mkosi doesn't allow us to reference image version in the UKI profile command lines yet, hence don't for now.

This is a companion to systemd/systemd#36631, and switch particleos over to mounting the root fs via the dissection logic, i.e. taking the image policy into account.
