Major Release of new features

This PR includes new features -

1. To add/edit/clone techniques.
2. To Hide/unhide techniques.
3. Color coding/risk scoring for each technique.
4. Ability to export/import the content from the browser.
5. Capture and display of mitigation/detection coverage stats.
6. Ability to view NRF Content vs switch to Custom Content.
7. New Filter By criteria added

• has a CHANGELOG-ready title.

• contains release notes OR removes the release notes block.

• semver label added (major, minor, patch), and release label added if a production release is appropriate
