I didn't get any comment or encouragement for this PR which was
demotivating. I rebased it once already.
If upstream gives me some propsect of this being merged I will rebase it
again.

This creates a new setting to allow scheduled jobs to skip if system is on battery.
EDIT: I have removed translation file conflicts by copying master's version into this branch and committing them again. I will avoid changing the pot and po files in future.
