v0.2.1 - No change, BUT bumped for Debian reasons

Due to some chaos with GitHub, the Releases page, and Debian packaging, this is a new version release only in order to make sure that we can pull the packaging in and not break things.

This should apply with a no change fork but it's necessary for the Debian packaging.
