Update Upgrading and Updating Docs

What changes are you introducing?

Updates the instructions to upgrade 'in-place' for disconnected environments.

Why are you introducing these changes? (Explanation, links to references, issues, etc.)

Adds necessary steps on repositories needed to update a Satellite in place for both RHEL 8 and 9.
Gives the user consistent choices.
Related to https://issues.redhat.com/browse/SAT-24752 and is a takeover for PR #3636.
