deps: Bump testcontainers-go to v0.40.0 for atlaslocal

mongodb/mongodb-atlas-local:latest is not compatible with the mongodb testcontainers module. The atlaslocal module was added in [email protected] . This PR suggests upgrading to latest (v0.40.0) so that we can get passing tests in the mongovector package.
