Introduce useRafDebounce hook with tests, refactor resize observer tests, and update Node/pnpm and dev/test dependencies.

• React Hooks:
  • Add useRafDebounce hook and export from src/react/index.ts.
  • New tests for useRafDebounce; refactor use-resize-observer tests to use stubs and renderHook.
• Tooling/Config:
  • Bump Node/pnpm versions in .mise.toml and package.json engines/packageManager; package version to 0.23.0.
  • Upgrade dev/test dependencies (e.g., @types/node, vitest v4, happy-dom, typescript-eslint) and related lockfile updates.
