THIS PR IS IN PROGRESS!

Major functionalities of the File Review Page PR has been added which include:

  1. Uploading files and changing all references at the same
  2. Deleting unused single file from the form
  3. Changing references works on all content items (including modules) except for Quiz Questions and Quiz Answer Feedback
  4. File filtering

This PR is yet to add

  1. New File Form UI
  2. Selective reference changes
  3. Bulk Deletion
  4. Quiz question and Quiz Answer feedback reference changes

Major functionalities CAN be tested but the entire system is NOT finished yet!
