Updates the File Review list page to match the new UI/UX. The biggest change is that when an item is selected, the form appears in a foreground modal and the list stays active and present in the background. When a file is changed, the list will update immediately to reflect that.
There are also major changes to the filters, adding a new toggle and updating the combobox to better align with the new mockups.
After adding the new file replacement flow, additional work will need to be done to show replaced files.
