Remove `regenotype gSV|gCNV` workflow from this pipeline

Since we do not have any potential use case of regenotyping workflow while calling gSV or gCNV calls in the pipeline, its better to sever the regenotyping workflow from this pipeline before a new release or making it public.

We can make regenotype gSV|gCNV as a standalone pipeline.

Regenotyping should be a separate pipeline but before removing it from this pipeline, it needs to be implemented fully as a separate pipeline. For releases/making public, waiting for the separation isn't necessary
