CLDR-10891
This adds RBNF support for Chuvash. While the person that created the ticket provided a set of rules, they were syntactically invalid, and incomplete. It sounds like the short form are really supposed to be cardinal numbers, while the longer form is supposed to be the counting numbers. The rest of the gaps were filled in with what I could find online.
I have low confidence on the correctness of the decimal point.
I used a different form of 80 and 90, since other resources used that instead. The millions and above seem to be loan words from Russian.
