Added new project named Noted.

I wish to add my project, Noted, to the up-for-grabs repository.

I have used the template for adding projects and filled it out with the correct info as it pertains to my project.

    - Tag 'to-do list' contains invalid characters. Allowed characters: a-z, 0-9, +, #, . or -
    - Rename tag 'react' to be 'reactjs'

Please note that after I updated with the latest commits, all of the tests failed. It does not appear to be my fault as the tests were checked in the previous commit.
