Validation Steps

• Set up Cypress automated testing (https://github.com/usagov/usagov-2021#automated-tests-setup-cypress)
• Run this test: cypress/e2e/regression_testing/footer.cy.js
• Confirm that the tests pass (You may need to clear all caches)
• Review the test file and the strings it tests against to confirm that it is logical and correct.
