CICD.yml: Publish individual bins for stable tag

1. Closes Merge CI for size release to another CI #10357 to make Windows: Upload individual .exe Binaries in Workflow #10368 easier and compute binary size for all platforms in the future.
2. Closes Publish: Individual bins are released only for latest-commit #10349
3. Closes CICD.yml: Consider saving resource for MSVC or MinGW #10371 to do Windows: Upload individual .exe Binaries in Workflow #10368 with less resources.
