lock goal

The lock goal is deprecated in favor of create-lock-file. The big difference is that create-lock-file doesn't support editing the lock file. Instead of editing the lock file you should now configure the plugin instead. Currently <useMyVersionFor> is supported, but more ways might be added in the future.
