Update Mkdocs Config for 1.0.0 of il8n pugin (#893)

There were [breaking changes in
1.0.0](https://ultrabug.github.io/mkdocs-static-i18n/setup/upgrading-to-1/)
of the localisation plugin.

This updates the config for the new format
