UserEvents: remove unnecessary bounds and consistent generic names

Description

This PR removes bound PartialOrd from UserEvent as it, to my knowledge, is completely unused.
Additionally, i also did:

• add missing Send bound to Poll for UserEvent, which was already required for SyncPort
• changed generic names to be consistent
• fixed a typo in subscription documentation
• removed usage of PhantomData for all Input Listeners
