Allow overriding pod controller config options
Current use-case is for
SyncPodsFromKubernetesRateLimiter+SyncPodsFromKubernetesShouldRetryFunc-- specifically to infinitely retry for certain errors instead of stopping at 20 attempts (e.g. similar toImagePullBackoff)
