Improve payload_log_entry memory management

Decrease default payload_log_entry lifespan from 3 days to 1 day
Decrease the number of payload_log_entry from 15 to 2 per project
Prevent stacking of repeated 'failed' payload_log_entry with the same error_message

Documentation Update

Updated the documentation for various CI services.

Documentation for accessing CI services is now created by editing one of the various .md files in docs/adding_a_project. The final adding_a_project.md is assembled via the rake task rake assemble_docs

Some CI documentation was out of date and it has been brought up to date.

Final Test Release

This marks the last test release used in testing the projectmonitor rake cf_deploy[] tool. All other releases beyond this point should be considered feature pushes
