Fix #1276
I updated the deployment documentation page as Heroku is not providing free services anymore.
I added a note at the beginning explaining why the need for a change and then documented the recommended site by @maartenbreddels: railway.app. Lucky for me the process is nearly the same so I didn't change many things.
Bonus:
Happy to make downstream modification if needed
