Related #20.
In order to test the GHA developed in the mentioned issue, the aim of this PR is to create a provisional 4.9.0 branch. With this branch, the GHA will be able to fetch the 4.9.0 pre-release packages.
When the GHA migration is finished, the
4.9.0-testingbranch must be deleted.
