This commit was split from #1182 due to the fact that the header file for
rogueutildefines the function implementation on the header file without usingstaticorexternwhich leads to duplicate symbol errors.Right now a hacky workaround is employed by adding
shared: Falseto thecabal.projectfile but in truth this can be fixed after #1201 is addressed.Closes #1168
