This change updates the HTML5 specification to support fragment references to
<style>tags in the<link>tag'shrefattribute. This is very useful for sharing styles with shadow DOM subtrees without the need for duplicated<style>tags or external CSS files.See the LRLR Explainer and #11019 for more details.
