Add Support for local <style> tag internal references for <link> tags

This change updates the HTML5 specification to support fragment references to <style> tags in the <link> tag's href attribute. This is very useful for sharing styles with shadow DOM subtrees without the need for duplicated <style> tags or external CSS files.
