Add `donation_tracking` and payment data to the exported data, to allow restoring the backup with payment details and avoid foreign key errors (tracking). This updates the `symfony/cache` dev dependency requirement because the Payment bounded context has already set it to 8.0 Ticket: https://phabricator.wikimedia.org/T412037
