Currently we get no feedback from ArgoCD deployments
It can natively send notifications to Mattermost: https://argo-cd.readthedocs.io/en/stable/operator-manual/notifications/
This was an attempt to try that out
Includes update to recent ArgoCD version
currently switches argo base values files from gotmpl to plain yaml, because the configmap contains its own json and templating and that makes everything horribly messy
