Bugs Fixed

• CSVinterface: The library is not copying the autoDetectEncoding property when parsing using streams.
• CSVTextStream: The IsValidUTF8 function returns False when a sequence of 4 characters is expected and encounters the abrupt end of the sequence in a non-ASCII file.
• CSVTextStream: Hidden folders were not detected correctly
