This PR adds several sbt plugins:
sbt-mdocand others to automatically populate some of the docs (AUTHORS.md, LICENSE.md, etc.).sbt-ci-releasefor start publishing snapshot artifacts in sonatypesbt-headerfor adding headers to the source code files.Consequently, other files/updates have been created/added:
AUTHORS.md,CODE_OF_CONDUCT.md,CONTRIBUTING.md,NOTICE.md.
