chore: add goflat entry under File Handling category

For context:

  • I didn't include a coverage service link because these require authorising third parties to view my organizations and private repos which I can't grant.
  • The repo is not notorious (hence attempting to register it here), it is meant to be a successor of https://github.com/gocarina/gocsv which, despite being popular, is not well maintained.
