Opt in to the setting to allow Credential Providers to use environment variables for proxy configuration in HTTP connection managers. Adopt the new functionality provided in the CRT with awslabs/aws-c-auth#281 and awslabs/aws-c-auth#285.
Should address issues like #1317.
