I originally started this branch for a batch of static site analyses using on-demand zones. The first main change, building and storing CAR and BICYCLE egress tables on network build, makes it easier to analyze scenarios with on-demand pickup area modifications. This part has been superseded by #862.
Subsequent commits are experiments for different configurations of on-demand service.
Other notes:
3941742: We should probably revert this before merging to dev.
1a28824: The previous limit was too small for a proposed on-demand pickup area in a recent project.
