Registers `scopedaccessv1.ScopedRoleServiceServer` and `scopedjoiningv1.ScopedJoiningServiceServer` RPC service stubs. The current implementation requires local admin and defers to the not implemented server. Closes #55021.

This PR backports some older scopes work that got lost in the shuffle during the initial v18 freeze (#55190 and #56331).
