This PR adds the following scripts:

A bash script and a workflow dispatch action to bump the version of a package in the monorepo
A workflow dispatch action to attempt to publish all packages in the monorepo to npm
A workflow dispatch action to initiate a release or a prerelease
Automatic release note generation

All code in this PR was written by Claude.
